E's Dispatch, it is only necessary to observe that I have not the least intention of disobeying the instructions I have myself received from the Secretary of State, and that I have never contemplated making any permanent appropriation of any portion of the Kowloon Peninsula until I shall have received the decision of Her Majesty's Government upon the subject.
